Topping Out Ceremony | Cúirt lever, fairview, Dublin 3
06.05.2026 - Cabhrú Housing Association was delighted to welcome Councilor Ray McAdam, Lord Mayor of Dublin, Minister for Housing, Local Government and Heritage, Mr. James Browne and Minister of State for Older People and Housing, Mr. Kieran O’Donnell to the topping-out ceremony on its new development at Cúirt Lever, Philipsburgh Avenue, Fairview Dublin 3.
Cabhrú is an approved housing body that has been providing accommodation to older people in Dublin for 60 years, and currently provides secure homes in 174 apartments in the Dublin City and Dun Laoghaire Rathdown local authority areas.
Cúirt Lever will provide 42 one-bed age-friendly and much-needed homes in Fairview for older people on the Dublin City Council social housing waiting list. There are currently 439 older people on the Dublin City Council waiting list in this administrative area.
The new scheme will be all one-bed apartment and the development meets the Dublin City Council’s 2022-2028 density targets. Cúirt Lever is an ideal location for older people, located 500 meters from a range of shops and other amenities. Tenants will have their own private amenity space as well as use of a communal garden space and a community room. All apartments will be A-rated for fuel and energy usage, including an energy efficient air-to-water heating system.
The 42 homes are due to be completed in January 2027 and are made possible through funding from the DHLGH and the Housing Finance Agency.
Chief Executive, Pat Doherty in launching the development said:
“Cabhrú is immensely proud to be providing these homes in the Fairview area of Dublin city to older people from the Dublin City Council social housing waiting list”.
“We at Cabhrú Housing Association, are celebrating our 60th year in existence this year, and we are delighted that just as our predecessors responded to housing need in the mid 1960s, Cabhrú today is responding to a similar need, the need for age-friendly housing for older people. In addition to Cúirt Lever, we have a further 41 new homes being developed in other parts of Dublin, James McSweeney House, Dublin 7 (35 new homes due to be completed January 2027) and 6 new homes at our St Annes Court Scheme in Ballinteer, due to be finished in November 2026.
“We are about building and supporting sustainable communities and we expect a strong community to grow and flourish in Cúirt Lever, once it is completed at the start of 2027. Cabhrú is committed to working closely in partnership with the local authorities and the Department of Housing, Local Government and Heritage in building new homes, new communities in order to address this current housing crisis. ”
Lord Mayor, Councillor Ray McAdam, said:
“Today’s topping out at Cúirt Lever is not just a construction milestone, it is a statement of intent. Forty two new homes mean forty two older Dubliners will have the dignity, security and independence that comes with a place to call home.
Right now, 439 people over the age of 60 remain on Dublin City’s housing waiting list. That is a number we must reduce with urgency. Developments like this, due for completion in January 2027, are a vital step forward.
This is what an active city looks like. A city that builds. A living city that provides homes in the heart of our communities. And an engaged city, where Government, Dublin City Council and approved housing bodies like Cabhrú work together to deliver real results.
By delivering these 42 age friendly homes, Cabhrú is not just meeting housing need, it is helping to build stronger, more inclusive communities where our older citizens can live well and age with dignity.”
Welcoming the development, Minister for Housing, Local Government and Heritage, Mr. James Browne TD said:
“It is a pleasure to be here today to mark this milestone on the Topping out of these 42 Age-Friendly Homes. I remember attending another Cabhrú event – over at its James McSweeney development at the turning of the sod back in July 2025. When we launched the new Housing Strategy, Delivering Homes, Building Communities, it was schemes such as Cabhrú’s Cúirt Lever that we had in mind with suitably designed age-friendly homes in a location that is suitable for people’s needs.
“In order to solve this housing crisis, the Department, Local Authorities and AHB’s need to work together in partnership. Developments such as the one we are at, here today in Cuirt Lever, shows what such partnership can deliver, and it is through such cooperation that we will nationally deliver at least 300,000 new homes by the end of 2030”.
“I look forward to coming back in spring of 2027 for the formal opening of the project and to see people moved into their new homes and building a vibrant community”.
In addition to this, Minister of State for Older People and Housing, Kieran O’Donnell TD said:
“I am pleased to be part of this topping out ceremony at Cuirt Lever, Fairview. Upon completion this development will provide much needed homes in the Dublin City area. I am particularly pleased that this new development will include 42 age friendly properties. Ireland has an ageing population, leading to a greater demand for more developments such as this for older people across the country.”
“This housing development by Cabhrú housing association is working to provide high quality homes where older people can live independently, but it is not just about the homes, it is the thriving and supportive community that comes with them. The Department as always will continue to work with the relevant stakeholders in supporting developments such at this for further delivery of high quality homes, purpose built for older people. I look forward to seeing this development completed”.
The Scheme when finished in Qtr 1 2027, will have a communal garden space, together with a community room. It will be A-rated for fuel and energy usage, including an energy efficient air-to-water heating system. The original premises was demolished in early 2025 and construction commenced in June 2025. The Scheme will be ready for occupation in January 2027.
The development is a partnership between Cabhrú Housing Association and REAS Property Development This project is supported by Dublin City Council and is being funded through the Department of Housing Local Government and Heritage Capital Advanced Leasing Facility and Housing Finance Agency funding. Cabhrú is grateful to both the DHLGH and the HFA for their support.
St. Anne’s Court, Ballinteer, Dublin 16
2026.03 - Exciting times in Cabhrú, signing the contract ahead of our works project in Ballinteer. This project will add six new apartments to our existing development in St Anne's Court.
The development involves the conversion of the existing communal space on the ground floor into 6 new homes with private external patios, and new communal room facility.
The contract to carryout the conversion works was awarded to Bracegrade, Building and Engineering Contractors, following a Public Works competition. The works will commence on the 30th March 2026
80/82 Philipsburgh Avenue, Fairview, Dublin 3
2024.11 - Cabhrú are pleased to announce that work has commenced on the development of the site at 80/82 Philipsburg Avenue. Once completed at the end of 2026, the development will comprise of forty two 1-bed apartments, age friendly homes designed and built to the highest standard for older people coming off the Dublin City Council Housing List. The development will be named ‘Cuirt Lever’ (Lever Court).
2023.12 - Cabhrú welcomes the grant of planning permission by An Bord Pleanála for the development of an apartment complex, comprising of forty-two 1-bed apartments on a site at 80/82 Philipsburgh Avenue.
